Set Up GA4 and Conversion Tracking Before You Spend on Ads
Running ads without tracking is guessing with money. Here is how to set up Google Analytics 4 key events, call and form tracking, and Google Ads conversions so you know exactly which campaigns bring customers.

If you cannot answer "which campaign brought this customer?", you cannot tell which ads to scale and which to switch off. Tracking should be set up before the first pound or dollar is spent on ads — not after.
What you need to track
For most service businesses, the actions that matter are:
- form submissions (quote request, contact, booking),
- phone calls from the website and from ads,
- clicks on WhatsApp, email and click-to-call links,
- bookings or purchases, with value where possible.
Page views and time on site are useful context, but they are not leads.
GA4 basics
Google Analytics 4 is event-based: every interaction is an event. Events you mark as important become key events (GA4's name for what used to be called conversions in analytics reports). In Google Ads, the actions you optimise for are still called conversions.
- Create a GA4 property and a web data stream for your domain.
- Install the tag — directly or through Google Tag Manager (recommended for flexibility).
- Enable enhanced measurement (page views, scrolls, outbound clicks, file downloads).
- Create events for leads — for example
generate_leadwhen a form is successfully submitted (fire it on the thank-you page or on a confirmed submission, not on button click). - Mark those events as key events.
Tracking phone calls
- Clicks on phone links on your site can be tracked as an event.
- Calls from ads (call assets/extensions) can be tracked in Google Ads directly.
- Calls after visiting the site need a Google forwarding number or a call-tracking tool that swaps numbers by source.
Decide a minimum call length that counts as a lead (for example 60 seconds) so wrong numbers and spam do not inflate results.
Connecting to Google Ads
- Link GA4 and Google Ads.
- Either import GA4 key events into Google Ads or create native Google Ads conversion actions with the Google tag.
- Choose which conversions are primary (used for bidding) — usually real leads only.
- Consider enhanced conversions for better attribution, following privacy rules.
- If leads become customers later, import offline conversions from your CRM so Google learns which leads turn into revenue.
Consent and privacy (EEA and UK)
If you have visitors from the EEA or UK, you need a proper cookie consent banner, and Google requires Consent Mode v2 signals for ads personalisation and measurement features for those users. Use a consent tool that supports it, and make sure tags respect the visitor's choice. Also update your privacy policy to describe what you track.
Test before launch
- Submit your own form and check the event appears in GA4 DebugView / real-time.
- Click a phone link on mobile and check the event.
- Check Google Ads shows conversion actions as "Recording conversions" after a test.
- Make sure each lead is counted once (no double-firing on refresh).
Common mistakes
- Counting button clicks instead of successful submissions.
- Marking page views or scrolls as primary conversions, so Google optimises for the wrong thing.
- Forgetting phone calls — often the biggest lead source for local services.
- No UTM tags on email, social and partner links, so traffic lands in "direct".
- Ignoring consent rules.
What good reporting looks like
A simple monthly view: leads by source and campaign, cost per lead, lead-to-customer rate from the CRM, and revenue per channel. That is what lets you move budget with confidence — see SEO vs Google Ads and Google Ads for contractors.
